arresting four youths suspected of producing and distributing anti-government
leaflets on August 15.
In a statement release hours before, the CNRP said it absolutely condemned the authorities for arresting the suspects on the evening of August 16 [the arrest was in fact took place on August 15], only for taking flowers and drinking water to troops whom the government had moved into Phnom Penh.

guaranteed by laws and the Constitution of the Kingdom of Cambodia,” said the
statement.
The opposition party also called
on the authorities to release the four youths immediately and without conditions.
It also appealed to the Royal Government of Cambodia as well as the authorities
at all levels “to cease all forms of intimidation against the people such as moving
of troops, arresting of innocent people and forcing them to put their thumbprints
on petitions expressing support to the results of the recent parliamentarian election.”
It also urged the ruling
Cambodian People’s Party to return to the negotiation table in order to resolve
